Success Measures provided evaluation consulting services to the Virginia Housing Development Authority’s (VHDA) Resources Enabling Affordable Community Housing in Virginia (REACH Virginia) program which pursues their organizational commitment to transforming neighborhoods by helping Virginians attain quality affordable housing.
VHDA was interested in refreshing their grantmaking approaches to ensure they are meeting their goals and to understand more about the impact of their funding on grantees and communities. Through a facilitated process involving internal staff and stakeholders, Success Measures developed a theory of change and an aligned outcome measurement framework for VHDA’s Capacity Building Programs and Community Impact Grants. The team revised the grantee application, reporting process and assessment tools so that grantees can more easily report their progress to align with the new framework. With these streamlined and practical tools, grantees will be able to provide meaningful information that will help VHDA understand their grantees’ increased capacity and impact. (2023)
